Those IN-9's are soviet made stuff ๐ I have few too, did same stuff, used 2400 to power IN-9 ๐ It glowing depends on voltage level. First need breakdown (its usually about 100-150V) voltage to start and arc, and then you reduce current/voltage to get level ๐

As for the voltage tester that said "static electricity and other stray sources of energy can randomly trigger" bla bla bla…The same goes for the Fluke. I have one of those Fluke's with dual sensitivity like the cheap one featured here, and rubbing it in your hair will set it off. That's an easy way to test if it's working or not.

I also had that happen on my Nexus 4, it happened to me when using a charger that didn't have a big enough amp output. I found anything lower than 1amp caused it.
